Workforce Innovation + Opportunity Act (WIOA)

Enrolling in a non-credit program using WIOA funding

If you plan to start classes for the fall semester it is recommended to begin this process in April.
If you plan to start classes for the spring semester, it is recommended to begin this process in October.
Norwalk Community College (NCC) does not approve WIOA eligibility.

Step 1: Sign up for WIOA Orientation

To apply for WIOA funding, visit an American Job Center (AJC) to sign up for a WIOA Orientation. You will be required to complete the CASAS test and provide all federally required documentation.

Step 2: Complete Program Research Form

Once WIOA eligibility is reviewed and approved by AJC, you will receive a Program Research Form to be completed with the NCC representative and returned to your AJC advisor.

As of January 4, 2017, the only approved WIOA programs AT NCC are:

  • Certified Nurse Aide*
  • CT Security
  • EKG Technician
  • EMT Basic
  • Pharmacy Technician
  • Phlebotomy Technician*
  • Real Estate

*If pursuing C.N.A. or Phlebotomy – Take the Health Care Assessment Test

After receiving your Banner/Student ID, please schedule a Health Care Assessment Test. Appointments are necessary and space is limited.

Health Care Assessment Test Exemptions

If you have taken previous college-level English and/or math credits and received a grade of C (2.0) or better, you may be exempt from taking the Health Care Assessment. In order to determine exemption, you must attach a copy of your transcripts and complete a Health Care Assessment Test Waiver Request Form

Step 3: Receive an ITA Letter of Referral

At the AJC, you will complete the WIOA assessment process and receive an Individual Training Account (ITA) Letter of Referral from your advisor.

  • Please call NCC Extended Studies (203.857.7220) to set up an appointment – Walk-ins cannot not be accommodated.
  • You must bring the ITA Letter of Referral to your appointment.
  • You will then bring the signed ITA back to your AJC advisor for final approval.

Step 4: Final Review

Once you have completed these steps, the AJC advisor will submit the file for final review and send NCC a copy of your approved ITA Letter of Referral. You will be able to register with the NCC WIOA advisor onsite in Extended Studies.

Step 5: Follow Up

Each semester you MUST meet with the NCC WIOA site advisor to register for courses.
